Citizen Charter

        Tamilnadu is leading in many Urban Sector reforms.  As part of its commitment to enhance the responsiveness and effectiveness of the civic services rendered by the urban local bodies, the State Government decided to introduce Citizens Charter in all the urban local bodies in G.O.Ms. No. 58 MAWS Department dated 16.4.1998.  The first edition of the Citizens Charter was released by all city municipal corporations and municipalities in the State in the year 1998-1999.  It has improved the transparency and effectiveness of the local body administration.  Based on the experience gained over the past few years and the feedback, it has been decided to bring this second edition of the Citizens Charter with improved information to citizens to make every citizens interaction with the civic body easy, simple, hassle free and efficient and also ensuring accountability and transparency.

            This charter documents the citizens entitlement to municipal services, quality of services, quick access to information, stages to redressal of grievances and time bound.

            This charter also documents, apart from what we can offer the citizens, what the citizens can do to help us serve them better and what can be achieved if both of us join together.

FORWORD BY MAYOR

            The Tiruppur City Municipal Corporation has adopted this third edition of citizen charter in its Resolution No. 1634 dated 30-11-2009 with renewed commitment to provide efficient and prompt civic services to the citizens and with the found hope that on their part, the citizens would respond and reciprocate in a positive way.

            We consider this as a charter of responsibilities for us in the Corporation, both elected representatives and officials, to make a sound and responsive administration to make the town clean, green and most livable for the citizens.

            The first edition of the citizen charter was only to give specific information to the people of this town on ensuring quick response to their needs and redressal of certain grievances.  Now, we are introducing on line complaint system for certain services and a three step normal complaint redressal system for all other services to ensure quick and efficient redressal of grievances in a time bound manner.

            An Electric Crematorium has been constructed in Municipal Burial Ground to an extent  of 1.37 at the cost of 1.60 Crore with the assistance of South Rotary Club and Private Companies to cremate the corpses without affecting the Eco System.  This is functioning since 05.09.2002.

            About 1 Lakh saplings are planted and Tiruppur is growing as Green Town.

            VALAM A Voluntary organization has taken up cleaning of river Noyyal and construction of retaining wall and two Over Bridges across Noyyal River.

            Tiruppur City Municipal Corporation has been computerized and taxes are collected at the Municipal Computer Centre. 

            New Tiruppur Area Development Corporation Limited has completed Third Scheme Water Supply Project at the cost of 1023 Crores. 

            Underground Sewerage works are completed at about 118.60 Km in length

            We shall acknowledge on the spot all complaints, returns, declarations, applications, intimations and all communications from the citizen.

            We invite citizens to use this charter to ensure better standards of service and bring to the notice of the concerned authorities,  as listed, any failure or non-compliance of citizens charter.

ABOUT US

            The Municipality was constituted in the year 1917 December 1st  and was subsequently upgraded as Special grade Municipality from 06.01.1983 and also upgraded as Corporation from 1.1.2008. It has a population of 3,51,501 (2001 census) and an extent of  27.20 Sq. Km.,  The town is divided into 52 wards.

            The  City Municipal Corporation is Comprising of 52 wards councillors and headed by Mayor, who is elected by the councillors and elected a Deputy Mayor among them.

           Present Mayor is Hon'ble Thiru. K. Selvaraj and Deputy Mayor is Thiru. K. Senthil Kumar..  

            The executive wing is headed by a commissioner and he is assisted by a team of officials like Health Officer, City Engineer, Executive Engineer, Assistant Executive Engineer, Accounts Officer, and other officers.

The City Municipal Corporation provides the following major services

For each of the above services and activities, this charter provides information  about the details of services offered, response time for rendering the services or redressing grievances, whom to complain in case of default for providing the required services and how a citizen can help.

            This charter lists the names of Honorable Mayor, Deputy Mayor and Councillors' and their contact Telephone numbers for better interaction with the citizens.  The Charter also lists out the names, designations and contact Telephone numbers of key officials dealing with major issues.

            The co-operation of the citizens is solicited broadly in the following aspects:-

         Segregate wastes at source

         Do not throw waste in Drains, streets

         Deposit wastes only at specified places and dust bins

         Do not allow children to defecate in open spaces

         Avoid connecting sewerage lines to open drains

         Avoid encroachments on public places

         Avoid occupation of roads and footpaths with unauthorised stacking of materials

         Avoid letting of waste water on to roads

         Conserve rain water and provide rain water harvesting structures in every building

         Avoid leaving animals on roads and public places

         Avoid misuse of public places including parks, open spaces, public toilets, markets, Bus stands

         Plant trees within and in front of premises, water them and nurture them to grow

         Report leakage of water, bursting of water / sewage   pipes, burning of street lights during day time, damage of public properties posing health hazard

         Avoid damage of public properties.

         Ensure prompt payment of property tax, profession tax , Water charges license fees and other Corporation dues.

         Adhere to Building Rules and avoid violations, unauthorised  constructions

         Adopt universal immunization

         Complain to the right officer in time and liaise with the ward councillor.

         Avoid dumping of debris into water bodies.

WATER SUPPLY 

            Protected water supply is provided to Tiruppur Town under the supervision of City Engineer and team of technical personal working under him.  The population of Tiruppur Corporation  is 3,51,501 as per last census. The Present population of the town is 4,80,000 and the floating population is 1,50,000.  68.5 MLD of water is to be required daily.  However 49.24 MLD of water only is distributed on average.  The per captia supply is maintained at 102.58 Lpcd.

            Surface water is pumped from Bhavani river at Headworks, Mettupalayam, filtered, Chlorinated and pumped to Tirupur through pumping main of length 54 KM.   Tiruppur 1st water supply scheme was designed for a population of 60,000 and commissioned during 1961.   Tiruppur II nd water supply scheme was  designed for a population of 3.00 lakhs to supply 110 LPCD of water and commissioned during 1993.

            There are 9 Nos of   OHT and One No. of GLR with a total capacity of 107.60 lakh litre in which water is stored and distributed to the public through distribution mains of  444 KM length.   Tiruppur town is devided into 27 Zones for water supply. Water is distributed to the public once in 3 to 4 days.    There are 678 Nos of public taps in the town.   63055 House Service connections have been given to the Public.

            There are 189 borewells provided with hand pumps 347 Nos of borewells  provided with power pumps.    Power pumps are provided in 34 Open Wells.   From borewells and openwells water is supplied to the public for other than drinking purposes.

            A New III water supply scheme was executed by New Tiruppur Area Development  Corporation Limited  and  completed October 2005.  This scheme is designed to supply 250 MLD  of water daily to the houses and companies of Tirupur Town.. At present 49.24 MLD of Water from three Tirupur Water Supply schemes is received and distributing to the public in Tiruppur Town at the satisfactory level.

SOLID WASTE MANAGEMENT 

 

            For better Management the whole city has been divided into 15 sanitary divisions each comprising of 3 to 5 Municipal wards.  Each Sanitary division is being looked after by a Sanitary Inspector.  One Sanitary Inspector and about 50 Sanitary workers are being employed to carry out the Solid Waste Management in each division.
 

            Each Sanitary worker is allotted a specific area in their respective division for carrying out street sweeping, open drain cleaning, rubbish collection and dust bin clearance.  For each division one lorry is being engaged daily for cleaning the rubbish from street bins and then transported to compost dumping yard.  There is no sub depot  available in this city.

            As the city is expanding rapidly the quantity is also increasing accordingly.  The existing Sanitary Workers, which are much less against the actual norms are not able to cover the remote and extension areas.  However those remote areas are being attended by mass cleaning basic.

            In the busy places like market exclusively 8 Sanitary Workers are engaged to remove the entire garbage accumulation daily.  In the market above 10 to 12 MT garbage are being removed daily.

            Cleaning in bus stands is carried out by Sanitary workers round the clock in 3 shifts which includes maintenance of two free urinals.

            The average garbage transported is about 400 M.Ts. These Solid Wastes are being disposed off by Corporation Vehicles.  The Vehicles are destinated by a pre planned route each vehicle is transported 3 times per day. at present there is no compost yard in this Corporation.

            The collected wastes are being dumped in private abandoned quarries. The Corporation has proposed to setup modernized compost yard in Iduvai village. It is under process.

SEGREGATION  OF WASTE AT SOURCE :

            Door to door garbage collection is being implemented in all 52 wards.

ACTION PLAN FOR 100% SOURCE SEGREGATION :

            Awareness campaign is being done both by Corporation authorities and NGOs.

COMPOST PLANT

The Compost plant is situated ar Kovilvazhi 7 K.m away from the Corporation limit.  The Segregated waste collected in each division is transported to IVR Enviro Project (P) Ltd. aerobic composting plant for manure preparation.  The Plant has been set up on BOT basis in collaboration with M/S. I.V.R Enviro Project Private Ltd.  The Plant is under operation since 21.10.2001 and the produced compost manure is being sold at the rate of Rs. 3.50/Kg. Now it is stopped functioning due to High court dispute. It will start functioning after the final verdict.

BIRTH AND DEATH REGISTRATION AND ISSUE OF EXTRACT

             Under the Registration of Births and Deaths Act., the urban local bodies play a vital role in registering births and deaths within their territory and issue extracts of births / deaths to the citizens.  The following officers are entrusted with the responsibility of registration in this Corporation:-

             The Commissioner of the respective Corporation is the Registrar for the city  Under the supervision of the Commissioner, the  Sanitary Inspectors have been appointed as Birth and Death Registrars for the Registration Unit.  The Registrars are responsible for implementing the Registration for Birth and Death Act 1969 and relevant state rules.  The Registration officer will be functioning as per the act and rule under the control for Birth and Death Registrar.  the public will get registered their events at the place of occurrence.  The fee and time limit for registration is enclosed herewith.  The City Health Officer and City Statistical Assistant will review the work of Birth and Death Registers periodically.

PREVENTION OF FOOD ADULTERATION 

            The Health officer  / sanitary officer of the Corporation and his team of Food Inspectors are entrusted with the responsibility of enforcement of the Prevention of Food Adulteration Act within the Corporation limit.  The trades / traders handling food articles are also licensed.

            Two food Inspectors are working in this Corporation.  food samples will be taken in Food Establishment periodically and will be sent to the Food Lboratory under PFA Act 1954.

            Licence is issued to the Traders in every year in our Corporation area.

            The Licence fee should be remitted with relevant Application forms before 30 days of Financial year (April to March).  Otherwise the Late applications 25% penalty amount will be collected with the Licence fee.

            Any complaints from public regarding food stuffs, in Food Establishment and the result of Food Lab regarding food Adulterated, legal action will be taken against the Traders / Vendors.

OTHER TRADES LICENSING  

            These are normally called Dangerous and offensive Trades The Corporation regulates and issues licenses for using any premises within the town for running trades and installation of machineries therefor.  The responsibility for regulation and issue of license is entrusted with the following officials of the Corporation.   

1. City Health Officer 

2. Commissioner. 

All the factories and other industries in our Corporation Area should get installation for the Electric Motors and other power equipments and also get the Running License.  They are insisted by Tiruppur Planning Sectors and Public Health Section.

The Traders and Factory Owners should remit the prescribed License Fee, for running of Motors and trade under the Section  of 245,249,250,258 of 1920 M.D.M Act.

The Factories and other trading places will be inspected by the Sanitary Inspectors to rectify the defects.  Then City Health Officer and Commissioner will inspect and the License will be issued.

To obtain the installation and running License, the traders must enclose the No objection Certificate of Pollution Control Board and the approval map of Town Planning  with their approved map of town Planning with their applications.

City Engineer is the Head of Planning Section. Two EE's, Three AEE's and Nine AE/JE's  and One Town Surveyor are working under the City Engineer.

            The City Engineer is entrusted with the responsibility of City Engineer planning activities.  The branch looks after regulation of building activities / lay out and other planning permissions.  The planning permission is granted by Local Planning Authority headed by the district Collector, Coimbatore and the Building permission is granted by the commissioner.

ROADS, STREET LIGHTS 

Roads 

            The City Engineer and his team of Engineers and staff are entrusted with the responsibility of maintaining this service.

            There are are 1309 Nos. of roads in Tiruppur Corporation and the length of these Roads is 407.876 K.m.  These roads are maintained by Corporation.  The lenght of BT surfaced road is 336.21 K.M and the earthen roads is 104.05 and the length of cement road is 12.61 KM. Every year Rs. 203 Lakhs is spent for road maintenance.  

Street Light and Road Works:

            11,468 Nos. of Street Lights have been provided in Tiruppur Corporation area with automatic Timer Switches in certain areas of Main Roads to switch on & off.  The remaining of Street Lights are being operated manually every day.  There are 7029 Nos of 40W Tubelights, 250 W sodium Vapour lamp fitting 2154 Nos., 150 W sodium Vapor light fittings 57 Nos., 70W sodium vapour fittings 6 Nos., 250 W metal Halid light fittings 404 Nos., High mast  14 Nos., and center median energy saver light 614.

Property Tax

            Property Tax is a major revenue source for the Corporation.  There are 83,588 No. property Tax assessments and the annual demand is Rs 23.51 Crores

ORGANISATION STRUCTURE 

            Revenue Officer is the Head of Revenue Section and he is entrusted with tax fixation and tax collection activities.

Property Tax Fixation : 

            As per section 122 of Coimbatore City Municipal Corporation act 25 of 1981 , Property Tax is fixed based on annual rent of that property.

            For Tax Fixation town is divided into 3 zones (i.e. A, B, C)

            Tax is levied for New Buildings, additional construction and usage change of old buildings.  Tax is levied to buildings as soon as it is completed or the building is occupied by the owner whichever is earlier.  If any objection is there in tax fixation the owner can appeal along with the remitted copy of new / revised tax receipt to the Taxation Appeals Tribunal of this Corporation within 30 days from the receipt of special notice.

Collection of Property Tax : 

            Property tax is collected in half yearly basis. (i.e. April to September and October to March).  Property tax should be remitted in Municipal Collection centre with in 30 days from commencement of half year.

Profession Tax :

OTHER SERVICES

SWARNA JAYANTHI SAHARI ROZGAR YOJANA 

The objectives of the scheme, implemented by the Corporation are :

1.      Providing self-employment opportunity to the people living below poverty line

2.      Providing financial assistance for the economical development of women and children Groups in urban areas below poverty line

3.      Imparting training to those who are selected and interested in self-employment

4.      Engaging the public living below poverty line for the works taken in urban areas under Wage Employment programme.

Urban Self Employment Programme : 

            Under this programme assistance is given to individual urban poor beneficiaries for setting up gainful self employment ventures.  Applications are received through resident community volunteers and president of community development societies and place before the Task Force Committee.  Applications recommended by the committee are forwarded to banks for financial assistance.  Maximum unit cost will be Rs. 50,000 and maximum subsidy is 15% of project cost subject to a limit of Rs. 7500/-

Operational Details in regard to Individual Self Employment Through setting up of Micro-Enterprises under USEP.

2. Development of Women and Children in Urban Areas :

            This scheme is distinguished by the special incentive extended to Urban poor women who decide to set up self employment ventures in a group as opposed to individual effort.  Groups of Urban poor women shall take up an economy activity suited to their skill, training, aptitude and local conditions.  Besides generation of income, this group shall strive to empower the Urban poor women by making them independent as also providing a facilitating atmosphere for self employment.

Operational Details  :

Urban Wage Employment Scheme : 

            This programme shall seek to provide wage employment to beneficiaries living below the poverty line within the  jurisdiction of urban local bodies by utilising their labour for construction of socially and economically useful public assets.  The material labour ratio for works under this programme shall be maintained at 60:40.  The prevailing minimum wage rate as notified from time to time for each area, shall be paid to beneficiaries under this programme. 

Urban Self Employment Programme-Training : 

            Training is give to urban poor in service sector like TV, Radio, Refrigerator, Air condition, Automobile, Home appliances repairs rewinding of motors, Book Binding, Computer Trainng.

Expenditure on training per trainee includes  material cost, trainers fees other miscellaneous expenses to be incurred by training institution as well as monthly stipend to trainee may vary depending upon the trade and duration of training subject to minimum stipend of Rs. 100/- per month and Rs. 230/- per month as training cost respectively. 

Thrift and Credit Society :

            Even if the society is not engaged in any project activity under DWCUA, the society shall also be entitled at the  rate of Rs. 1000/- per member as revolving fund.  The revolving fund is meant for the use of the society for purpose like. 

1.      Purchase of raw materials and marketing.

2.      Infrastructure support for income generation and other group activities.

3.      One time expenses on child care activity.  Recurring expenses like staff salary will be payable.

4.      Expenses not exceeding Rs. 500/- to meet travel cost of group members for visit banks etc.

5.      Where an individual member of a Thrift and Credit Society saves at least Rs. 500/- in a fixed deposit for 12 months with the society.  She will be entitled to a subsidy of Rs. 30/- to be paid on her behalf.  Moreover in cases where the member saves at least  Rs. 750/- in a fixed deposit in 12 months, she will be entitled to a subsidy of Rs. 60/- at the rate of Rs. 30/-   for the member herself and either Rs. 30/- for her husband towards health / life / accident any other insurance.  This expense may  also be debited to the revolving fund.

            Rain water Harvesting is collection of rain water for drinking and other purposes.

         To prevent infiltration of sea water in nearby areas of sea shore. 

Method of harvesting Rain Water

      Rain water can be harvested by two methods.

         Rooftop harvesting

         Surface run off harvesting

Rain water in the open spaces can be collected adopting various rain water harvesting methods

         Approximately it costs Rs. 800 to Rs. 1000 (Excluding storage tank)

         Rain water from the roof top collected through gutter can be stored directly in tanks for domestic use. However, bleaching powder is to be added now and then for ensuring the quality of water.
